Design Exceptions are administrative waivers from certain code requirements that are limited in scope. This includes things like minor setback changes/ encroachments or waivers to Overlay District criteria. 

State law requires all property uses to conform to the local government's Comprehensive Plan. The Comprehensive Plan establishes the general distribution of uses, residential densities, and intensity (measured through Floor Area Ratio) through the adoption of a Future Land Use Map. Changes to the Future Land Use Map must be requested through a Plan Amendment and require justification that the change is consistent with the Goals, Objectives and Policies of the Tampa Comprehensive Plan.
